Our Mission
Two Rivers Soil and Water Conservation District exists to promote the conservation of soil, water, and related natural resources through voluntary partnerships with landowners, technical assistance, financial support, and community education. We are committed to helping agricultural producers, rural landowners, and community members implement conservation practices that protect natural resources while supporting economic viability and quality of life in Josephine County.

Through collaborative conservation efforts, we work toward landscapes that provide clean water, productive soils, diverse wildlife habitat, and resilient ecosystems that support both current needs and future generations.
Our History
Throughout our history, we have evolved to address emerging conservation challenges while maintaining our core commitment to voluntary, locally-led conservation. From our early focus on soil erosion control and agricultural productivity, we have expanded our services to address water quality protection, forest health, wildlife habitat enhancement, climate resilience, and community education.
The 2020 wildfires marked a significant chapter in our district’s history, as we mobilized resources to support landowners in post-fire recovery and worked to build long-term community resilience against future wildfire threats. This experience has strengthened our commitment to helping landowners implement practices that protect both natural resources and community safety.


Our Service Area
Two Rivers Soil and Water Conservation District serves all of Josephine County, Oregon, encompassing approximately 1,640 square miles of diverse landscapes including agricultural valleys, forested mountains, and the Rogue River watershed. Our service area includes the communities of Grants Pass, Cave Junction, Williams, Murphy, and surrounding rural areas.
The district’s name reflects the two major river systems that define our region: the Rogue River and the Illinois River. These watersheds support diverse ecosystems, productive agricultural operations, and vibrant communities that depend on healthy natural resources for their economic and social well-being.
Our elected board of directors provides local leadership and oversight, ensuring that district programs and services meet community needs while maintaining fiscal responsibility.
Board Governance
Two Rivers SWCD is governed by a five-member board of directors elected by local voters to serve four-year terms. Board members are volunteers who bring diverse perspectives from agriculture, forestry, natural resources, and community leadership. The board meets monthly to review district operations, approve programs and budgets, and provide strategic direction.

The District Manager leads and oversees all programs, operations, and strategic initiatives of the Soil and Water Conservation District. The District Manager works closely with the Board of Directors to implement conservation projects, support landowners and stakeholders, and promote the sustainable use of natural resources throughout the district.

The Office Manager oversees day-to-day administrative operations, ensuring smooth functioning of the district’s programs and services. This role is essential in keeping the district organized, compliant, and responsive to community conservation needs.
